I think that the biggest barrier you'll encounter for trying to set this up is that SIP providers that offer a free USA DID (direct inward dialing) number and free incoming calls are few and far between nowadays (I can't even find one except for ipkall, which is ending service on May 1). I have an unlocked PAP2 (not PAP2T) that I haven't touched in ages because the providers kept dropping like flies.If you're ok with not using an actual landline telephone handset, then you can use Google Voice/Hangouts on a smartphone to accomplish mostly the same thing. I actually prefer this to using my PAP2 + landline phone because I can use a Bluetooth headset. If you're dead set on using a landline phone, then the Obi devices are pretty much your only option if you want free service.
Honestly, if all she needs to do is make calls, a smartphone isn't that complicated to use. You just open the phone app, dial the number, and hit send (or if you're receiving a call, just swipe or whatever to answer the call). You know whoever you're dealing with better than I do though.As for what to do with a PAP2T, in the current environment, there's nothing you can really do with it if you're only interested in free phone service. I guess the only thing you can do is keep it somewhere safe in case free SIP ever takes off again. The PAP2 was never designed to work with Google Voice, but if you can successfully unlock it, it can be used with any SIP-based service.
